The tee-piece is a temperature sensitive valve that opens when the fuel temperature is below about 15 C / 60 F, and closes fully when above 25 C / 80 F - the purpose of this is to supply some heat to the filter during cold conditions, to resist the tendency for cold diesel fuel to "gel".

whitedog. Your boost leak (if it's on the intake side will be between the turbo and the EGR valve. Pull the hose off of the EGR valve, pull the accordian hose off of the pipe to the turbo and plug both of these. Now put air into the PCV port. If I have this all pictured right, this will show you an intake boost leak.
